Cloudflare gives AI agents a stable ID and a stablecoin wallet

Cloudflare Wallets and cloudflare.pay, launched Tuesday during Agents Week, pair a human-readable agent identity with Virtual Wallets that can autonomously buy APIs, MCP tools, and content — completing the buyer side of the two-sided market the Monetization Gateway opened in July.

Cloudflare on Tuesday launched Cloudflare Wallets and a companion identity service at cloudflare.pay, giving AI agents a human-readable handle and a stablecoin balance they can spend on their own. The release, timed to Agents Week, closes the buyer side of the two-sided market Cloudflare quietly opened in July with its Monetization Gateway.

The architecture is the interesting part. A human-controlled Account Wallet funds capped Virtual Wallets that agents operate through API keys, subject to per-agent allowances, an approved-merchant allow list, and a maximum transaction size. Handle reservation is live now; full onramping, offramping, and Virtual Wallet issuance arrive, per the press release, “in the coming months.”

Cloudflare skipped card rails entirely. Payments run on x402-compatible stablecoin endpoints, settling on Base or Solana in roughly two seconds at the CDN layer, and the wallets are pitched as usable for APIs, MCP tools, content, and inference calls. The identity piece extends Web Bot Auth, which already handled keypair registration, by grafting on a DNS-style handle such as research.example.cloudflare.pay. Will Papper, writing on the Cloudflare engineering blog, frames it as the same move DNS made when it paired URLs with IP addresses. Cloudflare says it’ll adopt richer schemas as they emerge from the x402 Foundation.

The framing from Cloudflare’s leadership is more revealing than the mechanics. Chief Strategy Officer Stephanie Cohen puts bot-driven traffic at roughly 57% of the web, and argues the implication is structural: “The internet needs a different business model.” Then: “In order to have a different business model, you need payments that actually will support that.”

Read plainly, Cloudflare is betting that the ad-supported open web is a legacy tier and that machine-to-machine micropayments in stablecoins are the successor. MoonPay’s PayBox, unveiled the previous week as a rival universal AI wallet, suggests the infrastructure layer already agrees. What’s being built here isn’t a payments product so much as a claim on the identity registry for whatever comes after the browser.
