ChatGPT Ads hits $1B run rate, opens self-serve to SMBs across Europe, India, MENA

OpenAI's ad business crossed a $1 billion annualized run rate in under 200 days and today opens beta self-serve Ads Manager access to eligible small businesses in Europe, India, the Middle East, and North Africa — no agency required.

OpenAI said today that ChatGPT Ads has crossed a $1 billion annualized revenue run rate in less than 200 days, and simultaneously opened beta self-serve Ads Manager access to advertisers across Europe, India, the Middle East, and North Africa. The two announcements are the same announcement: monetization at scale and distribution to small buyers are the two halves of a strategy that has moved faster than any digital ad business in memory.

The self-serve piece is the operationally significant one. When ChatGPT Ads went live earlier this month across 31 European markets, smaller advertisers could reach inventory only through select agency partners. That gate is now gone in the approved regions, following the U.S. model: eligible advertisers in approved categories whose creative clears policy review can build and manage campaigns directly, per Digiday, with agency and tech partners optional rather than required.

The mechanics are aggressive on the buy-side. Earlier this year OpenAI added cost-per-click pricing alongside the original CPM model and scrapped a $50,000 minimum spend requirement, per Quartz. India, which launched last week with 50 brands plus agency partners WPP and Omnicom, gets its own self-serve opening on Sept. 4 with a daily minimum of ₹725, roughly $7.60. A sub-$10 floor in a major market isn’t an experiment; it’s a stated intent to pull in the long tail.

The distribution surface is the story CNBC is emphasizing to Wall Street: ads appear on the free tier and the Go subscription, reaching the vast majority of ChatGPT’s roughly 1 billion weekly active users. OpenAI told CNBC that ads are clearly labeled, don’t influence answers, and that advertisers can’t see users’ private conversations. CNBC framed the $1B run rate as evidence of a “diversified business model” ahead of an anticipated IPO.

Reuters reports the internal target is $2.5 billion in ad revenue this year, which Digiday’s math suggests requires aggressive Q4 acceleration. That’s the subtext of opening the auction to SMBs now. Early entrants get uncontested inventory. It won’t stay that way.
