ChatGPT Ads Reaches 31 European Markets Today, With Self-Serve to Follow
OpenAI's ad platform, where the company says roughly 20% of queries carry direct commercial intent, opens across Europe on August 24 through agency partners — a new intent-rich channel small businesses will soon be able to buy directly.
OpenAI begins serving ads inside ChatGPT across 31 European markets today, six months after the US pilot went live in February. The launch is agency-only at first, Publicis, Omnicom, WPP, Havas, Dentsu, and MediaPlus hold the keys, with a self-serve Ads Manager promised “later this summer” per OpenAI’s own announcement. Named launch countries include Germany, France, Spain, Italy, the Netherlands, Austria, Poland, Sweden, Norway, Denmark, and Ireland; 11 disclosed, 20 not yet named.
The pitch is intent. At Cannes, OpenAI ads chief Dave Dugan disclosed that ChatGPT had passed 900 million weekly active users, with roughly 20% of queries showing direct commercial intent. That’s the number every media buyer in EMEA is now staring at, because it reframes ChatGPT as something other than a chat surface. It becomes a comparison-stage funnel most brands don’t yet have a line item for.
The plumbing is further along than the go-to-market suggests. Per TechTimes, the platform supports CPC and CPM bidding, conversion optimization, geo-targeting, custom audiences, and third-party measurement via the OpenAI Pixel and Conversions API, with ChatGPT ads approaching a $1 billion annualized run rate. European ads run only against Free and Go plan users, and targeting at launch is contextual: current conversation topic, approximate location, device, time of day, language. Cross-session personalization requires explicit GDPR opt-in.
Agency reaction is split in the productive way. “could serve as a viable way to offset those costs,” said Shamsul Chowdhury of Zeno Group, nodding at rising Google and Meta prices in EMEA. Jellyfish’s Victor Batista, who says the platform has “grown massively” since April, still cautions it “is [still] very much unproven.”
The self-serve open matters more than today’s headline. The original US tool required a $50,000 minimum, since dropped. For any small business selling into comparison-stage buyers, the useful work right now is preparatory: identify which campaigns are genuinely comparison-driven, and be ready to test when the Ads Manager opens.
