ChatGPT Ads goes live across 31 European markets, with self-serve on deck
OpenAI switched on conversational ads in 31 European countries on August 24, its largest geographic expansion to date. A self-serve Ads Manager for smaller advertisers is expected later this summer.
OpenAI switched ChatGPT Ads on across 31 European markets Monday, bringing the six-month-old advertising business to 40 total geographies and, more consequentially, into the jurisdiction most likely to litigate what a conversational ad is allowed to do.
The rollout, first reported by Reuters and confirmed in OpenAI’s own announcement, covers Germany, France, Spain, Italy, Poland, the Benelux countries, and Scandinavia. Ads appear on the Free and Go plans, labeled and separated from the model’s answer. Plus, Pro, and Enterprise stay ad-free. For now, buying access runs through the holding companies (Publicis, Omnicom, WPP, Havas, Dentsu, MediaPlus) and OpenAI’s Ads Solutions team. A self-serve Ads Manager is promised, per OpenAI, “later this summer,” without a firmer date attached.
The commercial logic is legible enough. At Cannes, VP of Ads Dave Dugan disclosed that ChatGPT had passed 900 million weekly active users, with roughly 20% of queries showing direct commercial intent. That’s a scale of stated purchase intent no ad platform since early Google has been able to claim from a cold start, and it explains why every major agency is already in the pipes.
What the last six months also reveal is a floor that keeps dropping. OpenAI launched a U.S. self-serve tool this spring with a $50,000 minimum spend; that minimum has since been scrapped. Victor Batista, senior director of paid media at Jellyfish, told Digiday the product is “not the platform that was released as a pilot in April at all, it’s actually grown massively,” pointing to conversion optimization, geo-targeting, custom audiences, the OpenAI Pixel, and a Conversions API added in the interim.
The regulatory question is the one nobody has answered. The EU AI Act’s ban on manipulative techniques hasn’t been tested against chatbot advertising, and the European Commission is separately weighing whether ChatGPT search should be designated a very large online search engine under the Digital Services Act, per Euronews. Both frameworks were written before an ad unit could negotiate with the reader.
