Anthropic's newly published usage data from 1.2 million Cowork sessions confirms non-technical knowledge workers now dominate the agent, landing the same week the EU AI Act's transparency obligations became enforceable.

Anthropic on Tuesday released usage data from 1.2 million anonymized Claude Cowork sessions showing that roughly 90% of activity has nothing to do with code. Business process operating accounts for 33.4% of sessions and content creation for another 16.4%, meaning half the agent’s traffic sits in the kind of white-collar drudgery that Anthropic itself characterizes as “the work around the work.”

The dataset, sampled between May 11 and May 31 across more than 600,000 organizations, lands the same week that Article 50 of the EU AI Act became enforceable. The Commission’s transparency guidelines, published on 20 July, empower the AI Office and Member State authorities to request documentation, evaluate models, mandate corrective measures, and issue fines. The timing isn’t accidental. Publishing granular usage taxonomies on 4 August is what pre-emptive compliance looks like when the enforcement clock starts on 2 August.

Cowork’s origin story sharpens the point. Anthropic shipped it in January 2026 as a Max-tier research preview at $100 and $200 per month, pitched as “Claude Code for the rest of your work,” and built the thing in roughly a week and a half using Claude Code itself. It has since graduated to a web and mobile beta with background execution that continues even when no device is online.

That expansion arrives against a favorable backdrop for Anthropic: the Ramp AI Index now shows the company ahead of OpenAI in business adoption for the first time, at 34.4% versus 32.3% of paying firms. The Cowork disclosure functions as narrative management around that shift, reframing Anthropic from developer-tools vendor to horizontal workplace agent.

The interesting second-order effect is downstream. Smaller no-code agent platforms, including Glean, Dust, and LemonLime, are now selling into SMB teams that inherit Article 50 obligations without inheriting a compliance department. LemonLime and its peers can absorb that friction natively where a self-built stack can’t, which is why the productivity upside and the regulatory downside are converging on the same customer.

Anthropic isn’t disclosing usage patterns because it wants to. It’s disclosing them because the alternative is now expensive.
