OpenAI switches on ChatGPT Ads in 31 European markets Monday
The largest expansion of OpenAI's six-month-old ad business goes live August 24 across the EEA, initially through agency partners, with a self-serve Ads Manager for small advertisers still to come.
OpenAI begins serving ads inside ChatGPT across 31 European countries today, bringing its total ad footprint to 40 markets and marking the largest expansion of a business that didn’t exist eight months ago. Germany, France, Spain, Italy, the Netherlands, Austria, Poland, Sweden, Norway, Denmark, and Ireland are among the countries switching on, following the August 18 announcement.
The pace is the story. OpenAI’s U.S. pilot launched in February 2026, and the version now shipping into Europe barely resembles what agencies saw six months ago. “the ad platform that we are using now is not the platform that was released as a pilot in April at all, it’s actually grown massively,” said Victor Batista, senior director of paid media at Jellyfish. CPC and CPM bidding, conversion optimization, geo-targeting, custom audiences, an OpenAI Pixel, a Conversions API, third-party integrations: the toolkit now reads like a mature performance-marketing stack.
Access, though, is gated. At launch, buying runs through agency and partner relationships, Publicis, Omnicom, WPP, Havas, Dentsu, MediaPlus, and Jellyfish among them. The self-serve Ads Manager that would open the channel to smaller advertisers is expected “later this summer,” per Search Engine Land, with no fixed date. The U.S. launched with a $50,000 minimum spend that has since been dropped, which suggests where the pricing floor is trending.
Ads appear only on the Free and Go tiers. Plus, Pro, and Enterprise remain ad-free, a segmentation that quietly monetizes the base while preserving the premium product’s character. Dave Dugan, OpenAI’s vice president of ads, told an audience at Cannes that ChatGPT sees roughly 900 million weekly active users and that about 20% of queries carry direct commercial intent. That’s the sales pitch: intent captured mid-thought, before a search engine ever gets involved.
Europe adds a constraint. Under GDPR, launch targeting is contextual only, keyed to the current conversation, approximate location, device, time of day, and language. Past chats are excluded. Personalized ads drawing on ad-interaction history and inferred interests require separate explicit opt-in.
Six months from pilot to a 40-market ad network isn’t the cadence of a company experimenting. It’s the cadence of one building the second act.
