OpenAI to open ChatGPT Ads in 31 European markets Monday, with conversion tools in tow
The August 24 launch is OpenAI's largest ad-market expansion to date and adds conversion optimization, geo-targeting, an OpenAI Pixel, and a Conversions API — but self-serve access for small advertisers is still pending.
OpenAI will switch on ChatGPT Ads across 31 European markets on Monday, August 24, its largest ad-market expansion since the business quietly began as a CPM-only pilot in the United States in February. The rollout, reported by Digiday and confirmed in OpenAI’s own announcement, arrives at what the company frames as the six-month mark for its ads franchise, and it lands with a materially different feature set than the one U.S. testers saw six months ago.
The European launch adds CPC bidding, conversion optimization, geo-targeting, custom audiences, an OpenAI Pixel, and a Conversions API, along with third-party measurement hooks. That’s the vocabulary of a performance channel, not an experiment. It’s also the vocabulary buyers at Publicis, Omnicom, WPP, Havas, Dentsu and MediaPlus already speak, which matters because agency placement is the only way in at launch. Self-serve access through Ads Manager is promised “later this summer” with no date attached.
Ads appear only on ChatGPT’s Free and Go plans; Plus, Pro, and Enterprise remain ad-free. OpenAI’s pitch to advertisers is scale plus intent. Colin Fleming, the company’s enterprise CMO, told Adweek that ChatGPT now sees one billion weekly active users “with 20% showing commercial intent,” and that ad revenue has grown more than 25% since the start of August. Dave Dugan, VP of Ads, framed the product to Digiday as a way to “help businesses contribute in a meaningful way when someone is deciding to take action.”
That framing is the whole strategic argument. Search sells keywords; social sells attention. ChatGPT is selling the interior of a decision, mid-formation. Whether that translates into legible ROAS is the open question Search Engine Land raised this week, and MarketingProfs argued that marketers will need to combine first-party data, traffic patterns, paid-media results, and modeled attribution to assess AI-search impact without a clean click-to-sale trail.
For a small business with European customers, the practical shape of the launch is narrow: intent-rich inventory exists, but access runs through an agency until Ads Manager opens, and the U.S. self-serve tier’s $50,000 minimum has since been dropped, which sets the expectation for what an eventual European self-serve floor might look like. The channel is real. The on-ramp isn’t built yet.
The work before launch is deciding what to test first: which offers, which audiences, and which message fits a buyer mid-decision. Do that analysis before the ad account opens so it has something worth spending on.
