OpenAI Splits the Market: Presence for the Fortune 500, a Small-Business Program for Everyone Else
Within 24 hours, OpenAI launched a limited-availability managed platform for enterprise voice and chat agents — and a training-and-partners program pitched at owner-operators who can't afford Forward Deployed Engineers.
On Wednesday, OpenAI introduced Presence, a managed platform for shipping production voice and chat agents, in what the company calls a “limited general availability program.” One day earlier, it unveiled the ChatGPT for Small Business program, a training-and-partners bundle organized around ChatGPT Work. The staggered rollout is the point. OpenAI has drawn a hard line down the middle of its customer base, and the space it left in the middle is where the next year of the agent market gets contested.
Presence bundles model reasoning with policies, guardrails, evaluation tools, and escalation rules, and leans heavily on OpenAI’s Forward Deployed Engineers plus systems-integrator partners to get it live. Per VentureBeat, it’s shipping today for real-time voice and chat, with pricing undisclosed. The reference customer is OpenAI itself: its English support line at 1-888-GPT-0090 runs on Presence and resolves 75% of inbound issues without a human, and a Codex-powered improvement loop cut human handoffs by 15 percentage points in 10 days. BBVA is exploring the platform for voice support in Mexico. An OpenAI spokesperson told VentureBeat the system “uses OpenAI models for the core agent, while allowing customers to connect third-party models and services through APIs.”
The small-business program does something different. It offers webinars, in-person OpenAI Academy events across the US, prescriptive guides, and a curated partner list (Dropbox, Shopify, Intuit, Slack, Atlassian, Wix). TechRadar reports ChatGPT Work and Codex together have reached 10 million users, which is the installed base this program is trying to convert into paid seats.
Read the two announcements together and the segmentation is legible: enterprises that can absorb an OpenAI deployment team on one side, owner-operators who’ll self-serve through templates on the other. What’s missing is the mid-market, the buyers with real workflows and no Forward Deployed Engineer coming to save them. That’s the opening no-code and low-code platforms like Glean, Dust, and LemonLime are already sized for, and it’s the segment where OpenAI’s absence is loudest.
Whether OpenAI eventually descends into that gap or cedes it to a partner ecosystem is the question the roadmap doesn’t answer yet. The org chart, for now, does.
